The Central Bank of Uruguay published remarks by its vice president, Ana Claudia de los Heros, from the Ridge Forum 2025 panel on “Digitalisation, development and financial stability”, where she argued that digital transformation only supports economic development and financial stability when it puts people at the centre. She cited international indicators showing Uruguay’s strong position on digitalisation, including third place in the International Telecommunication Union’s ICT Development Index for the Americas and regional leadership in the United Nations e-Government Index, alongside high connectivity levels (92% internet use and 84% daily use). These conditions have supported the expansion of digital financial services, with the central bank playing a role in developing infrastructure and regulatory frameworks. De los Heros also stressed that access is not the same as effective use, framing digital and financial capability as necessary for safe and efficient inclusion.
