The State Bank of Vietnam published a recap of the Government’s second 2026 meeting of the Steering Committee for science and technology, innovation, digital transformation and Project 06, chaired by Prime Minister Pham Minh Chinh, which focused on removing bottlenecks in implementation and improving database build-out and connectivity. Deputy Governor Pham Quang Dung attended on behalf of the central bank. The Prime Minister called for a review of progress on core and strategic technologies and for faster development of digital infrastructure, data centres and national and sectoral databases, with greater data connection, sharing and common use. He also urged rapid completion of missing policy mechanisms for new areas including the data economy, digital assets and controlled testing mechanisms, alongside administrative-procedure reform that reuses existing data and targets 100% of eligible public services being delivered fully online; the digital-economy agenda included stronger e-commerce and faster adoption of cashless payments. Ministries, agencies and localities were tasked with reviewing delivery against assigned work, addressing overdue items by identifying causes and accountability, and strengthening measurement, inspection and enforcement.
