The Central Bank of the Republic of Türkiye published the results of its 2025 oversight and supervision of payment institutions and electronic money institutions under Law No. 6493, setting out the enforcement actions taken for practices found to be in breach of the legislation. Across inspections during 2025, the CBRT revoked the operating licences of seven institutions and suspended the licences of 14 institutions, and required 12 institutions to obtain CBRT permission to distribute dividends. It also imposed administrative fines on 72 institutions totalling TRY 373.2 million under Article 27 of Law No. 6493 and issued warnings to 29 institutions. Separately, in relation to suspected unauthorised payment service providers, the CBRT made written applications to relevant Chief Public Prosecutor’s Offices and or courts in 331 cases and submitted supervisory reports to prosecutors in ongoing investigations, while sharing non-compliance findings with authorised public bodies; it also handled 2,167 public information requests on payment and e-money services. The CBRT said it will continue supervision and oversight to support compliance with national and international regulations and standards, and noted that information on authorised institutions and those with revoked or suspended licences is available on its website.
