The Financial Crimes Enforcement Network issued a Geographic Targeting Order requiring money services businesses in specified southwest border areas of California and Texas to file Currency Transaction Reports for cash transactions at a USD 200 threshold. The order applies to MSBs located in 30 ZIP codes across seven counties near the US–Mexico border, spanning Imperial and San Diego counties in California and Cameron, El Paso, Hidalgo, Maverick and Webb counties in Texas. FinCEN positioned the measure as part of efforts to combat money laundering and other illicit activity linked to Mexico-based cartels and other criminal actors. The GTO becomes effective 30 days after publication in the Federal Register and remains in effect until September 9, 2025.
