In a joint statement following the Senate’s failure to invoke cloture on the CLARITY Act, House Committee on Financial Services Chairman French Hill and House Committee on Agriculture Chairman Glenn Thompson called for Congress to establish a statutory market structure framework for digital assets. They argued that legislation is needed to provide lasting legal certainty and consumer and business protections. The chairs said the House has worked across several Congresses on a digital asset framework. Pending legislation, they plan to work with federal financial regulators as the agencies use existing authorities to develop rules and guidance, while continuing negotiations with Senate lawmakers.
