The China Banking and Insurance Regulatory Commission has released for public consultation a draft revision of its rules governing how administrative licensing for financial institutions is implemented, with the aim of standardising processes and optimising workflows. The draft updates the end-to-end licensing workflow, refines provisions on the entities responsible for implementing administrative licensing, and clarifies requirements for tiered and differentiated supervision. It also strengthens coordination mechanisms, emphasises strict adherence to procedural rules to safeguard market participants’ lawful rights and interests, and places greater focus on reinforcing the primary responsibility of banking and insurance institutions. The regulator invited public feedback and said it will consider comments, further revise the draft, and publish and implement the final rules in due course.
