The Central Bank of Lebanon has filed two criminal complaints with the Lebanese judicial authorities against a former central bank official, former senior executives of commercial banks and a person who presented himself as a banking-sector investor. The complaints allege that the defendants used their positions in a coordinated scheme to divert central bank funds for private financial and professional benefits, causing substantial financial and reputational harm. If proven, the alleged conduct could constitute fraud, breach of official duties, illicit enrichment, embezzlement, bribery and participation in an organized criminal group. The central bank is seeking to recover the funds and obtain compensation, with depositors identified as the primary rights holders. The complaints target the individuals involved, not the commercial banks where some of them worked, and the central bank said it would continue pursuing related legal action in Lebanon and abroad.
