The European Payments Council has made its API Reference Toolbox (ART) test and self-certification platform for the Verification Of Payee (VOP) scheme, developed with StreamMind, available to payment service providers (PSPs) that are not using a Routing and/or Verification Mechanism (RVM) to test and self-certify their VOP API implementation. VOP is designed to help PSPs meet the Instant Payment Regulation requirement to offer an IBAN-name check service before a payer authorises a credit transfer or instant credit transfer. VOP is an API-based scheme expected to be implemented by thousands of PSPs in Europe ahead of the October 2025 regulatory deadline and is scheduled to go live on 5 October 2025. ART was introduced to mitigate interoperability risks among scheme participants and is also the basis for the EPC requirement that RVM providers successfully complete a self-certification test, with access now extended to PSPs that plan to participate without an RVM. PSPs that want to use the platform are asked to complete a form, after which ART will send an invitation to self-register and start testing, supported by an onboarding manual and additional guidance in the platform’s FAQ.

The European Payments Council has launched its API Reference Toolbox (ART) test and self-certification platform for the Verification Of Payee (VOP) scheme, developed with StreamMind, for payment service providers (PSPs) not using a Routing and/or Verification Mechanism (RVM). This initiative supports PSPs in meeting the Instant Payment Regulation requirement for an IBAN-name check service before authorising credit transfers. ART aims to mitigate interoperability risks and is available to PSPs planning to participate without an RVM, ahead of the October 2025 regulatory deadline.
