The Alberta Securities Commission (ASC) issued a Notice of Hearing alleging that Jason David Neale, Randal (Randy) Stewart Thompson and William (Bill) Allan Green perpetrated a fraud on investors connected to nine Old Kent Road (OKR) investment funds based in Calgary. Neale and Thompson are alleged to have been the managing partners and guiding minds of the OKR funds, with Green as chief financial officer. Between January 2016 and December 2022, the funds raised capital for bridge loans to creditworthy borrowers qualifying for government tax credits or grants, but approximately CAD 17.4 million of investors’ capital was allegedly misused, including diversion to the United Kingdom-based Peterborough United Football Club and concealment from investors. The allegations have not been proven. An appearance to set a hearing date is scheduled for February 17, 2026, in the ASC Hearing Room in Calgary.
