The Northern Metropolis Financial Advisory Taskforce, jointly established by the Hong Kong Monetary Authority and The Hong Kong Association of Banks, has created a dedicated workstream to develop practical approaches for financing public-private partnership projects. At its second meeting, the taskforce advanced its earlier assessment of project financing needs by focusing on development models, risk mitigation and standardized financing templates that could improve project bankability and speed targeted lending solutions. The government outlined plans to use industry park companies and public-private partnerships to accelerate development, while noting that approved funding for Northern Metropolis-related public works exceeded HKD 180 billion as of July 2026. Drawing on mainland Chinese and overseas case studies across land development, education, transportation and infrastructure, the six-bank workstream will examine suitable financing structures and complementary arrangements. The taskforce’s 23 participating banks were also briefed on the Hung Shui Kiu Industry Park’s development plans and potential opportunities to provide financing and ancillary financial services.
