The Securities and Exchange Regulator of Cambodia (SERC), together with the Asian Development Bank (ADB), the ASEAN Secretariat (ASEC) and the Japan Housing Finance Agency (JHFA), co-organised a capacity building workshop on housing finance and mortgage-backed securities to build awareness of housing finance needs and models and to deepen understanding of mortgage-backed securities. Held at the Non-Bank Financial Services Authority building, the programme was presided over by SERC Director General Sou Socheat alongside Japan’s Ministry of Finance representative Takahiro Yamakawa and ADB advisor Satoru Yamadera. Sessions covered Japanese housing finance and mortgage-backed securities experience and case studies from ASEAN markets including Indonesia, Malaysia, the Philippines, Thailand and Vietnam, with a focus on best practices and potential regional applications for financial innovation.
