The State Bank of Vietnam has issued a circular setting out a regulatory framework for the activities of subsidiaries and affiliated companies of credit institutions operating in debt management and asset exploitation. The circular is structured in four chapters and 15 articles, including detailed provisions on the permitted activities of debt management companies and the rights and obligations of both the debt management company and the authorising party. It covers, among other areas, the types of debts that may be handled, debt management and resolution and asset exploitation under mandate, debt purchase and sale, purchase of collateral assets associated with bad debts, internal rules, and reporting. Responsibilities of State Bank of Vietnam units are also set out. The circular enters into force on 1 December 2025.
