The European Securities and Markets Authority has launched a consultation proposing changes to the format used to draw up and update insider lists under the Market Abuse Regulation, following amendments introduced by the EU Listing Act. The proposals would revise the Implementing Technical Standards on insider lists to extend the simplified format currently available to issuers on SME Growth Markets to all issuers, with the stated aim of reducing the administrative burden of maintaining insider lists. The consultation closes on 3 June 2025. ESMA plans to finalise the Implementing Technical Standards based on feedback received and submit them to the European Commission in Q4 2025.
