Torres, as the Dominican Republic presented labour-market developments amid global shifts including digitalisation, technological innovation, the transition to green economies and demographic change. The opening session was led by President Luis Abinader alongside Labour Minister Eddy Olivares and other labour and business sector representatives. The conference brought together participants from more than 24 countries. Olivares reported that the second quarter of 2025 saw a record 5,123,548 people employed, with an employment rate of 62.8%, and 121,164 new jobs compared with the same period of the prior year; he also cited a 2.2% year-on-year reduction in informality, pointing to a trend toward formalisation and greater access to social security. SIPEN positioned its presence as part of coordinated work with institutions across the Dominican pension system to support a more inclusive retirement outcome.
