The Thailand Office of Insurance Commission reported on discussions held in Russia from July 13 to 16 with the Bank of Russia, the Russian Association of Motor Insurers and pharmaceutical company R-Pharm. The regulator examined approaches that could inform Thailand’s insurance framework, particularly data-driven supervision, compulsory motor insurance, fraud prevention, large-risk management and preparations for emerging medical technologies. Supervisory discussions covered centralized policy-level databases, Supervisory Technology and predictive models for monitoring insurers’ financial condition and risks. The office also studied real-time motor fraud detection, data sharing, compensation funds and premiums based on individual risk factors. Other areas included domestic reinsurance, transferring catastrophe and high-value risks to capital markets through digital financial assets, potential cashless medical services for Russian tourists in Thailand, and the implications of oncology vaccines, new medicines and biosimilars for health insurance costs and product design.
