The Central Bank of Russia has set new rate ranges for compulsory third party liability insurance for owners of hazardous facilities, effective from 21 September 2025. The lower bound of the rate range is unchanged for facilities with pressure equipment and coal mines, but reduced by 25% for hydraulic structures and for petrochemical and mining enterprises. A 75% reduction applies to certain types of power plants, facilities used to store mining by-products (tailings dams), and mine construction sites, while the lower bound for all other hazardous facilities is cut by 50%. Upper bounds of the insurance rates remain unchanged, with the recalibration based on loss ratio dynamics and intended to better reflect accident risk.
