The China Banking and Insurance Regulatory Commission reported progress in its insurance intermediary market clean-up, standardisation and quality-improvement campaign launched in 2024, aimed at exiting intermediary institutions that do not meet regulatory requirements or are not operating normally and pursuing illegal and non-compliant conduct, including licence revocations for entities that seriously disrupt market order. Across 2024–2025, enforcement action resulted in the revocation or deregistration of three insurance intermediary groups and 57 professional insurance intermediary legal-person institutions. The campaign also cleared 3,730 branches of professional insurance intermediaries and removed 226 part-time insurance agency institutions. Further work will focus on improving the insurance intermediary regulatory framework, continuing the clean-up and market-structure optimisation, strengthening intermediaries’ professional capabilities and digitalisation, and advancing reforms to the part-time agency channel.
