The European Central Bank published the outcome of the Digital Euro Scheme Rulebook Development Group’s April 28 meeting, detailing interim draft rulebook version 0.91 and the work planned for 2026. The revised draft reflects consultation with the group and its constituents between June and October 2025, with further work covering terminology, technical service providers, identifiers, privacy, offline functionality and authentication. The rulebook will primarily address supervised payment service providers, including where they use technical service providers. Members called for clearer distinctions between online and offline payment experiences and alignment of authentication principles with the applicable regulatory framework. The group also considered potential efficiencies for payment service provider groups in onboarding, implementation, certification and testing, and reviewed workstreams on specifications for ATM and terminal providers and on the standards, certification and approval framework.
