The Hong Kong Securities and Futures Commission revoked the licence of Ernest Chan Tsz Kin, a former responsible officer of Keptain Securities and Asset Management Limited, and withdrew his approval to act as a responsible officer. It also banned him from re-entering the industry from Aug. 24, 2026, to Aug. 23, 2036, after finding that he intentionally window dressed Keptain’s liquid capital between June 2016 and March 2018. Chan signed and submitted 15 financial returns that included cheques issued by him or connected companies around month-end. The cheques were dishonored before the returns were filed, and excluding them would have left Keptain below its HKD 3 million minimum liquid capital requirement in each relevant reporting month. Keptain also failed to notify the commission of liquid capital deficits ranging from HKD 731,000 to HKD 3.473 million over 20 months. The commission found that the conduct occurred with Chan’s consent or connivance and called his honesty, integrity and fitness to remain licensed into question.
