Moldova's National Commission for Financial Markets confirmed that unified complaints handling rules for supervised financial service providers will take effect on October 1, 2026. The framework standardizes procedures that previously depended on providers’ differing internal practices, giving consumers clearer information on how to submit and track complaints and requiring a reasoned response within 15 business days. This may be extended to 35 business days only in cases provided by law. Providers must keep consumers informed throughout the review, explain the outcome and identify any available avenues for further action. They must also analyze the causes of complaints and address recurring problems, extending the framework beyond individual case resolution to deficiencies in products, processes and servicing practices. The Commission reminded providers to implement the requirements and advised consumers to use providers’ internal complaints mechanisms first.
