The World Bank Group announced a 28-month debarment with conditional release for Godfrey William Mashauri, a Tanzanian procurement specialist, for fraudulent and corrupt practices involving two transport projects in Tanzania. The sanction bars Mashauri and any affiliates he controls from participating in Bank Group-financed projects and operations. Under the settlement agreement, he admits culpability for the misconduct. Mashauri served as a procurement specialist for the Tanzania National Roads Agency on the Southern Africa Trade and Transport Facilitation Project and the Dar es Salaam Urban Transport Improvement Project. At the same time, he was a co-owner and director of Aqgola Engineering & Management Services Limited, a subconsultant on both projects, but failed to disclose that conflict of interest to the agency. He also received gifts worth USD 736 from a consulting firm whose work he oversaw. The settlement reduces the debarment period in recognition of his admission, cooperation, voluntary corrective actions and restraint from bidding for Bank Group-financed contracts during the settlement process. Release requires Mashauri to undertake corporate ethics training, while any affiliates he controls during the sanction must implement integrity compliance measures. He must also continue cooperating fully with the Bank Group Integrity Vice Presidency. The sanction qualifies for cross-debarment by other multilateral development banks under their mutual enforcement agreement.
