The designations target leaders and operatives linked to Iran-aligned militia groups including Kata’ib Hizballah, Asa’ib Ahl al-Haqq, Harakat al-Nujaba, and Kata’ib Sayyid al-Shuhada. The individuals designated are Ammar Jasim Kadhim Al Rammahi, Radhwan Yousif Hameed Almohammed, and Hasan Dheyab Hamzah Hamzah (Kata’ib Hizballah); Safaa Adnan Jabbar Suwaed (Asa’ib Ahl al-Haqq); Khalid Jameel Abed Albakhatra and Saeed Kadhim Mukhamis (Kata’ib Sayyid al-Shuhada); and Husham Hashim Jaythoom (Harakat al-Nujaba). As a result, all property and interests in property of the designated persons within U.S. jurisdiction or in the possession or control of U.S. persons are blocked and must be reported to OFAC, with entities owned 50 percent or more by blocked persons also blocked. OFAC also highlighted prohibitions on U.S. persons’ dealings involving blocked persons absent authorization, potential civil or criminal penalties (including strict-liability civil penalties), and the risk of secondary sanctions for foreign financial institutions that knowingly conduct or facilitate significant transactions on behalf of persons designated under the relevant authority. OFAC referenced potential awards under the Financial Crimes Enforcement Network whistleblower incentive program where tips lead to an enforcement action with monetary penalties exceeding USD 1,000,000, and pointed to its process for filing petitions seeking removal from OFAC lists.
