The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan met with the European Bank for Reconstruction and Development (EBRD) to discuss the state of Kazakhstan’s financial sector and cooperation on drafting a new Banking Law, including work to shape a regulatory environment for digital financial assets. The EBRD offered technical assistance on developing mechanisms to deal with insolvent banks, procedures for a single financial ombudsman service, and requirements for financial product governance. Separately, the Agency has started drafting a new law on the securities market aimed at improving market stability and efficiency, strengthening investor protection and enabling innovation, alongside the structural reforms it sees as needed for Kazakhstan’s capital market. The parties agreed to continue joint work on improving bank regulation, developing the securities market and building a modern regulatory approach, including for digital financial assets.
