Moldova's National Commission for Financial Markets convened meetings with insurance companies, the National Bureau of Motor Insurers and the Union of Insurers to discuss operational improvements to mandatory motor third-party liability insurance (RCA), focusing on digitalisation, claims settlement pathways and damage assessment. A detailed technical concept was presented for digitising the amicable accident report, with a proposal developed with the Electronic Governance Agency to build an integrated service in the government EVO application that would let accident participants complete and submit the form online to insurers. Discussions also covered regulatory options for introducing direct settlement, drawing on regional practices, so that RCA policyholders could handle accident losses through their own insurer, and potential approaches to regulating damage assessment procedures to support fair and transparent valuation of losses. The update also notes that the Government approved the National Capital Market Development Strategy for 2025-2030.
