The National Bank of Moldova reported a sharp increase in digital processing of “Green Card” motor insurance certificates through its RCA Data information system, with more than 11,000 certificates processed in May 2025. This compares with 239 external motor third-party liability policies processed in a semi-automated manner in May 2024. The central bank attributed the shift to the digital tools and infrastructure it has made available to support programmatic processing of mandatory motor third-party liability insurance contracts, both domestic and external. It also cited the introduction from 1 January 2025 of a new Green Card certificate format that can be presented digitally, removing the requirement for a pre-printed form or paper document.
