Account transfer fraud totaled NOK 384 million, up NOK 146 million, while payment card fraud rose NOK 19 million to NOK 174 million. For 2025 as a whole, the reported fraud amount was NOK 962 million, down NOK 265 million from 2024. The figures are gross amounts reported by payment service providers, so actual losses for firms and customers will be lower where funds are later recovered, and the authority said it does not yet have sufficient data to estimate the scale of those recoveries. Under the payment service systems rules, banks, credit institutions, electronic money institutions, payment institutions, and branches of such firms headquartered in another European Economic Area state must report fraud statistics to the authority at least annually, with Norwegian reporting required on a semiannual basis in line with PSD2 fraud reporting guidelines.
