The Insurance and Private Pension Regulation and Supervision Agency of Türkiye has issued a circular setting standardized report templates and reporting rules for insurance experts in motor vehicle insurance. The measure covers compulsory motor third party liability insurance, voluntary motor third party liability insurance and motor own damage insurance, and requires experts appointed by insurers, policyholders, insured persons or other beneficiaries to prepare reports using the annexed templates and in line with the relevant expert regulations. The circular introduces separate templates for liability policies with and without diminution in value calculations, and a separate template for motor own damage insurance. In compulsory traffic insurance, an expert appointed for vehicle damage must also include any diminution in value calculation using Annex 1.1, while Annex 1.2 must be used if the damaged vehicle is found to be a total loss or heavy damage case. In voluntary motor third party liability insurance, Annex 1.1 applies where both vehicle damage and diminution in value are assessed, and Annex 1.2 applies where only vehicle damage is assessed. System development and controls for implementation will be handled by the Insurance Information and Monitoring Center. The circular takes effect on 1 July 2026. On that date, the 2011 circular on the preparation of expert reports in motor vehicle insurance will be repealed.

It introduces separate templates for cases with and without diminution in value calculations, assigns specific annexes for different damage and loss scenarios, and mandates their use by all appointed experts, with system implementation overseen by the Insurance Information and Monitoring Center. It will apply from 1 July 2026, replacing the 2011 circular on motor vehicle insurance expert reports.
