The Council of Financial Regulators (CoFR) published its quarterly statement on its 1 September 2025 meeting, where Heads considered the independent review of CoFR’s effectiveness and agreed more discussion was needed before its future state can be agreed and implemented. The meeting was co-chaired by Financial Markets Authority Chief Executive Samantha Barrass and Reserve Bank of New Zealand Governor Christian Hawkesby. Independent consultant Sapere presented review findings from work commissioned by Heads in June to assess CoFR’s effectiveness and recommend how to implement a more strategic and purposeful future state. Pending agreement on the future state, CoFR will continue external meetings with industry bodies, deliver a regulatory initiatives calendar, progress work agreed through Cabinet papers, and run Community of Practice engagements. Final decisions are expected by the Q4 Heads meeting in early December, when the Sapere report is due to be published.
