The Central Bank of Russia said the State Duma has adopted a law bringing certain e-money wallets held with banks into the deposit insurance system. Coverage will apply only to e-wallets whose holders have completed identity verification or simplified identity verification under anti-money laundering rules, and the insured amount will follow the standard cap of up to RUB 1.4 million. The measure aligns protection for eligible e-wallet balances with protection for funds held in bank accounts and deposits. The Central Bank of Russia estimates that around RUB 50 billion is currently held in verified e-wallets. These wallets are used for online purchases and person-to-person transfers, are not linked to bank accounts, and are already subject to statutory balance caps under the law on the national payment system. The law will take effect 180 days after its official publication and will apply to insured events occurring after that date.
