The Insurance and Private Pension Regulation and Supervision Agency of Türkiye issued a circular setting the rules for applying premium discounts on compulsory motor third-party liability insurance policies issued to individuals registered in the National Disability Data System. The discount is applied to the maximum premium calculated under the existing tariff framework. No discount applies for taxis, minibuses (10–17 seats including the driver), or buses (18–30 seats and 31+ seats including the driver). For other vehicle groups, the discount depends on the policyholder’s premium step level (basamak): 20% for steps 8–4, 10% for step 3, 5% for step 2, and no discount for steps 1 and 0. Eligibility is confirmed by matching identity details against the National Disability Data System, and where that query cannot be performed, presentation of the disability ID card issued by the Ministry of Family and Social Services also enables the discount. The discount may be applied to only one insurance contract per insured, does not apply to short-term contracts, must be shown on the front of the policy, and related system development and controls are assigned to the Insurance Information and Monitoring Center. The circular applies from 1 February 2026 and entered into force on publication, with an additional verification provision inserted by a subsequent circular dated 24 February 2026.
