The National Bank of Moldova has begun developing rules for residents to report external liabilities and claims, addressing statistical information needs arising from capital account liberalization and the removal of notification and authorization procedures for external commitments. The planned framework would cover resident individuals and legal entities that receive or grant external loans and credits. It forms part of Moldova’s implementation of foreign exchange legislation changes and European Union accession commitments. The framework would establish reporting to the central bank to collect information systematically on residents’ external borrowing and lending. These data would support external debt, balance of payments and international investment position statistics, as well as monitoring of capital flows. The initiative continues the capital account liberalization direction previously outlined by the bank and seeks to align external sector statistical reporting with international practices and recommendations.
