The Hong Kong Monetary Authority said the Hong Kong Green and Sustainable Finance Cross-Agency Steering Group, which it co-chairs, has released the first phase of an operational reference guide on transition finance for the technology sector. The report is intended to help financial institutions and corporates in Hong Kong apply global transition finance frameworks in practice, using information and communications technology as a pilot sector and focusing on entity-level financing and investment, including general corporate-purpose financing linked to a company’s overall climate transition strategy. Developed by an industry working group under the Steering Group’s transition finance workstream, the report supports the group’s 2026 to 2028 priority to scale up transition finance through practical guidance. It maps common elements across recognised international frameworks, identifies a core set of entity-level transition-related information and metrics for the ICT sector, and includes case studies to address implementation challenges. Further phases will cover activity-level financing and investment, as well as stewardship and engagement.
