The Malta Financial Services Authority has launched a revised regime for sponsors, applicable from 1 January 2026, delivering Pillar III of its Capital Markets Strategy aimed at strengthening the regulatory framework governing sponsors. Sponsors are positioned as designated experts on the listing regime who guide prospective issuers through the admissibility to listing process and often serve as the first point of contact for entities seeking access to Malta’s capital markets, acting as a safeguard on market access. The revised framework introduces more targeted and rigorous requirements for entities seeking to act as sponsors on the local regulated market and sets out the MFSA’s supervisory expectations to support greater consistency, accountability, and regulatory certainty. The MFSA expects the regime to improve the quality of admissibility to listing applications, strengthen market discipline and investor confidence, and support market efficiency and the sustainable development of Malta’s capital markets over time.
