The China Banking and Insurance Regulatory Commission reported that its Party secretary and director, Li Yunze, conducted a 3 to 5 November fact-finding visit to Hunan and Hubei, holding discussions with provincial authorities and visiting businesses and local supervisory offices. The visit centred on financial support for “new quality productive forces”, preventing and defusing financial risks, and strengthening coordination between central and local financial supervision. In Hunan, the itinerary included companies in advanced equipment manufacturing, the BeiDou ecosystem and the digital sector, with guidance for banking and insurance institutions to refine service models around major new industrialisation tasks and support higher-end, smarter and greener manufacturing, including the province’s “three highlands” priorities. In Hubei, visits to integrated circuit and laser equipment firms were used to highlight the need to improve the match between the economy and finance, strengthen a technology-finance system aligned with innovation, and encourage full-cycle, comprehensive financial support for the integration of technological and industrial innovation. Li also visited the Hunan and Hubei financial regulatory bureaus and branches in Yueyang and Hanchuan, calling for implementation of the Fourth Plenum of the 20th CPC Central Committee, deeper “full and strict” Party governance, progress under the “Four New” programme, and stronger branch-level capability to translate the “four-level vertical management” structure into supervisory effectiveness.
