The Central Bank of Russia reported that the State Duma has adopted a law adding a new basis for mortgage holidays. Borrowers will be able to qualify after the birth or adoption of a second child and any subsequent children, with a maximum payment holiday of up to 18 months instead of the six months available on other grounds. During the mortgage holiday, lenders cannot charge fines or penalties, foreclose on the collateral, or pursue sureties. The Central Bank of Russia noted that from the seventh to the eighteenth month, the total amount repayable under the mortgage agreement may increase. The law takes effect on 1 September 2026 and will also apply to mortgage agreements concluded before that date.
