The State Bank of Vietnam (SBV) convened a nationwide online conference to publicise decisions of the Government Party Executive Committee establishing the SBV Party Committee and designating its leadership for the 2020–2025 term. The conference also presented Government Decree 26/2025/ND-CP, which sets out the SBV’s functions, powers and organisational structure, confirming its status as a ministerial-level government body and Vietnam’s central bank with responsibilities for state management of monetary, banking and foreign exchange activities and central-bank functions including currency issuance. Decision 10-QĐ/ĐU dated 12 February 2025 establishes the SBV Party Committee as the direct superior party body for affiliated grassroots party organisations within the Government Party Committee, formed by reorganising the existing Central Banking Agency Party Committee and taking over the functions and tasks of the SBV Party Civil Affairs Committee; it comprises 43 subordinate party organisations with 4,794 party members. Decision 21-QĐ/ĐU dated 18 February 2025 designates 24 members to the Executive Committee and eight to the Standing Committee, appointing Governor Nguyen Thi Hong as Party Secretary, Permanent Deputy Governor Dao Minh Tu as Standing Deputy Secretary, and Le Thi Mai Huong as full-time Deputy Secretary, alongside appointments to the Party Committee’s Inspection Commission. The SBV Party Committee is to develop its working regulations and a plan to consolidate party leadership and reorganise subordinate party organisations in line with Secretariat Regulation 253-QĐ/TW dated 24 January 2025.
