The National Bank of Ukraine has decided not to extend the regulatory restriction of UAH 150,000 per month on outgoing transfers (P2P, C2C) from all accounts of an individual customer opened with one bank to accounts of other individuals. The NBU linked the temporary restriction to progress on broader measures to reduce misuse of payment infrastructure for illegal activity, including the entry into force of Law of Ukraine No. 3994-IX (based on draft law No. 11043-IX) and the industry Memorandum to Ensure Transparency of Payment Services Market Operation, joined by most retail banks and licensed nonbank payment service providers. Under the Memorandum’s risk-based approach, limits are not imposed on customers with confirmed sources of income and on volunteers identified under National Bank of Ukraine Board Resolution No. 18, while payment service providers must set limits (also applicable to IBAN transfers) for customers without confirmation of income; banks and nonbank providers have continued enhancing transaction monitoring, alongside law-enforcement actions such as the Economic Security Bureau of Ukraine uncovering a network of more than 4,000 drops. The NBU also reported that last year’s abnormal surge in P2P transfers has decreased and that the short-term increase in the number of payment cards recorded in September–October has ceased. A concept note to set up a register of persons subject to advanced monitoring of payment transactions has been submitted to a Verkhovna Rada committee for consideration in April, and the NBU said it will continue monitoring developments and introduce further initiatives or measures within its mandate as needed.
