Indonesia’s Financial Services Authority has issued a revised framework for asset-backed securities in the form of participation certificates (EBA-SP) used in secondary housing finance. The rules, effective Sept. 17, 2026, expand funding options for the housing sector and replace the authority’s 2014 framework and its 2017 amendment. The framework broadens the financial assets eligible for EBA-SP portfolios, including receivables and beneficial rights supported by cash flows from housing and settlement financing. It also permits multiple security classes with different payment priorities, risk characteristics and rights. Governance and investor protections are strengthened through clearer responsibilities and due diligence obligations for issuers, trustees, custodian banks, originators and other parties, alongside enhanced reporting on portfolios, payments and asset quality. Holders also receive meeting rights and mechanisms to replace relevant parties when their interests may be affected.
