The New York State Department of Financial Services, working with the New York State Attorney General’s Office, approved Western Union’s acquisition of International Money Express subject to commitments protecting remittance access and pricing for three years. Western Union must preserve Intermex’s physical presence in each ZIP code where it operates at the time of acquisition, continue retail remittance services to Ecuador, Guatemala, Honduras, Mexico, Nicaragua and Peru, and limit price increases to inflation. Intermex locations will remain open and transition to Western Union branding. Western Union must report service terminations, customer communications, transaction activity and fees to the department for three years, and fund an independent, department-approved compliance audit one year after the acquisition. The department will continue supervising the company, while the attorney general may take enforcement action or extend the agreement if Western Union breaches its terms.
