New Zealand's Council of Financial Regulators (CoFR) has published its September 2025 quarterly statement following its 1 September meeting, where it reviewed progress on an independent assessment of CoFR’s effectiveness and options for a more strategic future operating model. Independent consultant Sapere presented its findings, and Heads agreed further discussions are needed before CoFR’s future state can be agreed and implemented. While these discussions continue, CoFR will maintain external engagement with industry bodies, deliver a regulatory initiatives calendar, progress work agreed through Cabinet papers, and continue Community of Practice engagements. The meeting was co-chaired by Financial Markets Authority Chief Executive Samantha Barrass and Reserve Bank of New Zealand Governor Christian Hawkesby. Final decisions on CoFR’s future state are expected by the Q4 Heads meeting in early December, when the Sapere report is due to be published.
