The Egypt Financial Regulatory Authority (FRA) has issued a board decision establishing, for the first time, a formal process and conditions for paying compulsory motor third-party liability insurance compensation through the Egyptian Compulsory Motor Insurance Pool. The framework sets required claim documentation, payment channels, and a maximum one-month timeframe to finalise and disburse compensation once a complete application is submitted. Decision No. 302 of 2025 requires compensation requests to be filed with an official copy of the accident report, the supporting documents relevant to the claim type, and a legal declaration from the concerned parties confirming the authenticity of the submitted documents. Compensation is to be paid either by direct bank transfer or through a certified special power of attorney that specifies the insurance amount and authorises the agent to receive it. The decision also details document sets for death claims (including a machine-issued death certificate and inheritance documentation, with additional safeguards and documents where heirs include minors), permanent total or partial disability claims (including a competent medical report describing the disability and its percentage), and property damage claims (including an inspection expert’s report estimating the value of damage).
