The Central Bank of Libya used the opening of the Second Libya International Electronic Payments and Financial Technology Exhibition to announce new steps in its payments modernization agenda, including Visa card acceptance through local point-of-sale terminals, the rollout of SoftPOS technology and the start of a National Stand-In Processing Service project. In remarks at the event, Governor Naji Issa linked the measures to the bank’s strategy to expand electronic payment use, reduce reliance on cash and strengthen financial inclusion and transparency. The Visa and SoftPOS initiatives are intended to widen merchant acceptance of electronic payments across Libya, with SoftPOS allowing smartphones to operate as payment terminals. The National Stand-In Processing Service is designed to keep electronic payment services running during communications outages or banking system disruptions, supporting the resilience and reliability of the national payments infrastructure. The exhibition also brought together banks, payment providers and financial technology firms around developments in digital financial services in Libya.

The Central Bank of Libya announced, at the opening of EPEX 2026, the launch of Visa card acceptance on local POS terminals, SoftPOS technology and a National Stand-In Processing Service project.
