The Financial Industry Regulatory Authority (FINRA) announced the appointment of four new Governors to its Board of Governors: Rostin “Russ” Behnam, Tim Carter, Dan Gallagher and Heather Traeger. The appointees bring experience spanning financial regulation, investment banking finance leadership, legal and compliance, and public pension management. Behnam previously served as Chairman of the U.S. Commodity Futures Trading Commission (CFTC) from 2021 to January 2025; Carter was Chief Financial Officer at Piper Sandler Companies; Gallagher is Chief Legal, Compliance and Corporate Affairs Officer at Robinhood Markets and previously served as a Commissioner of the U.S. Securities and Exchange Commission (SEC) from 2011 to 2015; and Traeger is General Counsel and Chief Compliance Officer at the Teacher Retirement System of Texas and previously served as Chair of FINRA’s National Adjudicatory Council. FINRA noted it is overseen by a 22-member Board of Governors with 12 public seats, 10 industry seats and one seat reserved for FINRA’s CEO, with governors appointed or elected to three-year terms and limited to two consecutive terms.
