The Ukraine National Commission on Securities and Stock Market used the Ukraine Recovery Conference 2026 in Gdansk to present its view that Ukraine’s postwar reconstruction will require a fully functioning capital market capable of attracting private long-term investment, rather than relying only on the state budget or international aid. In a panel discussion on financial regulation and market development, Chairman Oleksii Semeniuk framed the capital market as a key financing channel for rebuilding infrastructure, businesses and communities. In that context, Semeniuk presented the main reforms the commission said are already underway to build modern financial infrastructure. The priorities he highlighted were aligning Ukrainian legislation with European Union law, developing collective investment institutions, launching a virtual assets market based on European standards, improving investment-raising mechanisms and strengthening investor protection. The discussion also covered regulatory capacity, digital finance, financial innovation, the use of technology in regulatory activity and closer cooperation between Ukrainian and European institutions.
