The Single Resolution Board has published updated operational guidance for banks on separability and transferability for transfer tools, following its public consultation and aligning the guidance with resolvability self-assessment requirements. The revision does not add new deliverables, but provides operational support through an operational framework for transfer playbooks and an annex on testing intended to help banks demonstrate the expected capabilities. The updated materials simplify several sections and apply greater proportionality in response to consultation feedback. The guidance targets key challenges identified in banks’ previously submitted deliverables, sets out a streamlined approach with clarified expectations for separability analysis, and includes a comprehensive manual for developing transfer playbooks designed to reduce execution risks.
