The Bank of France has published the 2025 report of the Observatoire du financement des entreprises, concluding that business financing remains broadly assured but that heightened uncertainty and a slowing economy require greater vigilance and an evolution in how firms are supported. The report highlights the resilience of very small enterprises and SMEs alongside uneven situations across the segment and generally favourable access to funding. It also focuses on financing needs and the development of the venture capital ecosystem, strong entrepreneurial momentum with high company formation but greater impacts from corporate failures, and structural challenges in the productive base including firm size and business succession and transfers. The Observatoire is chaired by France’s National Credit Mediator for enterprises and its reports reflect consensus among member institutions drawn from business representatives, the financial sector, public financing bodies, consular networks, and public statistics and economic diagnostics providers.
