At Vietnam National Payment Joint Stock Company (NAPAS)’s 2026 task implementation conference, the State Bank of Vietnam’s Deputy Governor Pham Tien Dung highlighted NAPAS’s role in supporting a secure, safe and continuous national payment system and called for continued efforts to protect users and businesses as non-cash payments expand. In 2025, the NAPAS system processed nearly 11.9 billion transactions with a total value of more than VND 65.8 million billion. NAPAS reported transaction growth of 24% by volume and 8% by value, driven by NAPAS247 fast transfers (up 27% by volume and 8% by value) and online payments (up more than 25% by volume), while ATM withdrawals fell by 29% in volume and 26% in value. On fraud risk management, NAPAS coordinated on deploying the Information System to support the management, monitoring and prevention of fraud risks in payment activities (Simo) and in 2025 sent more than 3.4 million suspicious transaction alerts to customers, alongside work with the Banking Association to develop a handbook for handling suspected fraudulent accounts and cards. For the period ahead, the Deputy Governor asked NAPAS to deepen support for public-service payments via the National Public Service Portal and VNeID, including coordination with the Ministry of Public Security on Project 06 and integrating payment services into VNeID. Priorities also included expanding bilateral QR-code payment links with other countries, improving QR-code acceptance for tourists, continuing infrastructure upgrades and applying AI and big data to detect abnormal transaction patterns earlier.
