The Central Bank of Chile issued a regulatory framework allowing additional financial entities to open central bank accounts and make payments directly through its Real-Time Gross Settlement System, the country’s main infrastructure for settling high-value payments. Eligible entities include savings and credit cooperatives that meet applicable legal requirements, securities depository and custody companies, foreign central counterparties recognized by the Financial Market Commission, operators of payment systems regulated by the central bank and their nonbank participants. The framework amends several chapters of the central bank’s financial regulations and completes the implementation of powers granted under Law No. 21,641 on the resilience of the financial system and its infrastructures.
