The Agency for Regulation and Development of the Financial Market of the Republic of Kazakhstan reported that it reviewed 14,700 complaints concerning financial institutions and collection agencies in August 2026, down 3.1% from July. It also imposed 11 administrative fines totaling KZT 5.6 million, issued four written orders and applied four recommendatory supervisory response measures for legal violations. Banks accounted for 47.7% of complaints and microfinance organizations for 37.8%, while debt resolution was the main subject at 41%. The insurance sector received nine of the 11 fines, with the other two imposed on microfinance organizations. The agency also updated cumulative results under its mortgage refinancing program. As of Sept. 1, banks had refinanced 33,300 loans totaling KZT 215 billion under the stream intended to preserve the sole homes of borrowers who took out mortgages from 2004 through 2020. Banks had converted or refinanced 16,200 foreign currency mortgages totaling KZT 114.4 billion under a second stream that ended Dec. 31, 2025. Under the third stream, 10,600 socially vulnerable borrowers had received KZT 101.2 billion in additional support through debt reductions, preferential repayment schedules or the return of sole homes held on bank balance sheets.
