The Bank of France has presented the first annual report of the Financial Savings Products Observatory (OPEF), set up within the Consultative Committee of the Financial Sector (CCSF) to fulfil a new mandate under France’s Green Industry Law to monitor the performance and fees of financial savings products marketed in France, excluding bank savings. The report aims to provide clear, objective and transparent information for both retail savers and professionals. The report reviews a range of products including life insurance and capitalization contracts, insurance-based individual retirement savings plans (PERin), ordinary securities accounts, and equity savings plans (PEA and PEA-PME). It notes that these arrangements represented total outstanding amounts of EUR 2,048 billion in 2023, and provides a pedagogical synthesis alongside analysis of product features (eligible assets, investment horizons and tax regime), investment performance and volatility, fee levels, active versus index management, and growing segments such as private assets and structured products. The OPEF stresses that the report is not intended to compare products or steer investment decisions, but to inform understanding of the French financial savings market.
